[TOMT] [pc game] An art/painting computer game for children from the late early 90's

Edit: Title should say 'from the early 90's.'

I don't have much to go by here. I used to play this with my friend a lot during the early 90's. It was about during the same time Super Mario World came out, so must be around that time.

All I can remember is that it was a painting game, with a quirky main character (can't even remember if it was human-like or not). It has a distinctive world in which the character took the player and then one was able to paint. I think it used an eye-dropper(?) and a paintbrush and if I remember correctly it was possible to use patterns. It was a very colorful game.

This has been bothering me for 20 years now, I would appreciate any hints!

Edit: I think the world looked kind of like a city and had a rollercoaster of some sort going through it. More is coming back to me but I still can't remember the name of it.
