Question regarding plan update

4 months ago I joined a family plan, and got a normal phone without a data plan. Lately I've been considering upgrading and getting a smartphone. My question is: Is it possible to upgrade to a data plan from my voice-only? If so, I'm guessing they would charge me the full price of the phone I would want. Thanks.
