[TOMT] [Movie] Late 90's-2000's

This movie was about a kid whose dad was about to get a job in another town that required the family to move away. Upon hearing this, the kid acts like a total shit to everyone, wreaks havoc in the school, etc. Midway through the movie, it turns out that the family doesn't have to move and then the kid freaks out. That's all I remember. Please help!
