Rather than just unseating Repubs, how about going after an NDAA-Democrat in a primary in a safe seat? Delaware's Tom Carper is up for election and has no opposition.
He voted for NDAA and I think he supported SOPA, or maybe never took a position on it. But last year he coauthored a different anti-Internet bill (the "Protecting Cyberspace as a National Asset Act of 2010") that gave the President the power to shut down the Internet.
I don't know of any Dems currently planning to run against him, nor are there any announced (or even likely) Republican candidates that I know of. It's a very small electorate and could be relatively easy to influence.
Obviously the first issue would be a lack of an alternate candidate. I think an Internet-supported candidate would have a real chance of at least scaring Carper a little and making it clear that Democrats are not immune from judgement on their votes.
