justification for having support players

The low elo/normal/solo queue meta is to not to have a support player. (sometimes no jungler)

Why is it better to have a support instead of a double lane where both players try to cs? Is support only viable if the carry gets 70+ cs by 10:30? What conditions make support or no support the best decision?
