Are French Canadians horrible drivers in Canada, or do they just suck at driving in Florida?

I understand they aren't here year around but they drive slow then speed up when you try to pass, no directional blinkers ever! Randomly tap the brakes on the highway for no reason (not 1 car in front of them). BTW I assume anyone with Quebec license plate is French Canadian. Sorry for stereotyping but this happens every winter in Florida.
