What's up with these pixel art strobe pattern videos?

I've seen these crazy strobey pixel art pattern videos played behind all sorts of different Chip Tunes musicians before, but I have no idea how they are made or where they come from.

I was wondering if anyone here could help me identify 1.) either the technique with which these videos were made (is there a program or an NES cartridge that's used for progamming?) or 2.) Some artists that makes videos like these.

Basically, I'm wondering if there's a visual version of the cartridges that people use to make chiptunes music....
