FPS

I've been having EXTREMELY low FPS lately, 5-10 FPS max. I have a very new comp (bought it Christmas Day) and I'm using Gamebooster 3 with all my video settings at low, no programs in the background running other than skype, and I'm getting these horrendous FPS that makes playing impossible, especially as a jungler.

Can anyone provide me with some advice, or maybe even a solution?
