Is it considered personal information if it is publicly shown?

I was in a cab recently and snapped a photo of the cab driver drivers permit because of how he said to pronounce his name. I thought it was hilarious and wanted to post it though I am unsure of the rules of what I should black out or if it would ever be allowed to show. The photo (which is on his dashboard) shows his picture, name, and permit number.
