[TOMT] [Movie] I only remember one line: "Half-Wolf"

A childhood friend and I watched this movie a bunch of times, but I cannot for the life of me remember the name, or anything about it at all, except for one sequence.

The villain is talking to some guy in a prison that he/she is going to send after the heroes, and asks him what he is. He answers "Half-wolf" and as he says it his eyes switch to wolf eyes.

I think it was a fantasy movie, and it was definitely made before 2000, but I don't remember anything else. Can anyone name it?
