HAF-X (CM 200mm) Fan Issue

Purchase 2x 200mm and one 140m fans for my HAF-X so I could change the colors to blue.

All of the new fans seem to be in working order. However, the one fan on the top has always had issues with speed. I've tried plugging it into the motherboard header and I've tried plugging it into a molex port, but it will NOT run above 300RPM, despite the 700RPM rating.

What's wrong with this fan? Should I really spend another $20 on another 200mm fan?

My current setup is: 200mm Front, 200mm Side, 140mm back, 200mm TOP, 200mm TOP2.

Lastly, I guess I'm retarded and I don't know in what direction the fans should be flipped, despite looking up airflow designs, could anyone help me? I can't seem to figure out which direction the fans should be flipped in.
