'92 Honda Civic with hissing (possibly metal-on-metal scraping) noise coming from front left wheel area.

I have a 1992 Honda Civic DX that has recently started making some strange noises. It started a month ago on Thanksgiving day actually. I hit a small bump in the road and heard a loud hissing sound coming from my front left tire that amplified when I slowed down, before going away completely once I was under 15mph or so. I thought I blew a tire, but when I got out, everything was fine.

It's been coming and going over the course of the past month. It usually starts when I hit a small bump in the road, or when I change lanes (because I ran over reflectors). It sounds like a loud hissing noise and when I slow to a stop, it changes pitch and intensity and eventually goes away once under a certain speed.

Just the other day however, it continued to do it at pretty much any speed. My girlfriend who was riding with me at the time pointed out that it sounded metallic, almost like metal-on-metal, and when we listened closer, you could definitely hear oscillation in the noise, like something was spinning around and around and around. This was new for me. Maybe I'd just never listened super close, but I always thought it sounded like hissing. However, it definitely did resemble scraping the other night, and you could definitely hear something spinning (in the noise).

Does anyone have any idea as to what this could be? I have essentially no money to fix this if it's expensive, so I'm really hoping it's simple.

Thanks for your help.

Update: I took the wheel off and saw that the top half of the sheet metal dust shield on the inside of the rotor was bent at a 45° angle. I'm pretty sure this isn't supposed to be like this. Plus, when I looked at the backside of the rotor, you could see where something had been grinding on the lip of the hole in the rotor.

Now I just need to find a replacement. Oh well, I need to replace the rotors and pads anyway.

Does anyone know what this bent piece is actually called? Whenever I search "rotor dust shield," all I get are the plastic ones that go inside the wheel.

Thanks!
