1995 CBR 600 F3 engine troubles

Bike: 1995 CBR600F3

Got the F3 off a a guy for my friend, we knew it ran rough, but we traded a broken bike for this one, so we weren't concerned. I rode it about 20 miles, bike ran fine on the interstate, we even able to turn the choke off while we were going.

Bike will refuse to idle unless the choke is all the way on. We changed the spark plugs and cleaned the jets on the carb and the carb itself. Problem persists. Also, we ran seafoam through it as well.

Any ideas as to what could be the issue here and how to fix it?
