Dragon flying in circles. Not engaging and not flying away.

Near Tolvald's cave there is a dragon that just circles the area. It won't fight after repeated attempts to attack it and it never leaves or despawns after leaving the area. I'm wondering if this is a glitch or intentional. If it is a glitch I hope I can still encounter random dragons.

Anyone have a similar experience and/or know of a fix on 360?
