A question for people that do pvp builds

I just got my plat and now I feel like making a lot of differents themed pvp builds, because pvp its a lot of fun and I want to try some funny builds, but I have some questions about it.

Is 120 the best level range? Cause I've see a lot of people do like 130 cause you still in range of 120 and a bit stronger, or people that do ~100 and just use the darkwraith eye everywhere.

How many runs you guys do to reach the ~120? I think like 2 (NG+) is the most natural since you don't need to farm levels and stuff, but I feel more like doing just one getting everything I need not rushing too much the game, but I don't know if this is viable or I will have to farm a year to reach the level I want.
