Network Guru's I need your help! (Upload / Download Variance)

Hey, I can usually answer some questions on /techsupport but so far this has got me baffled.

I have Verizon Fios (25/25) plan. For the most part it has been great and I have been getting the advertised speeds. However, for the better part of this week, my downloads have been sluggish and a speedtest shows me ~4mb/s continually, yet my upload is usually low-med ~20mb/s.

So, after some troubleshooting I brought out my laptop and decided to test the network cable attached to my computer by using that to do the speedtests. Oddly enough, on my laptop which is connected to the same exact cable that my desktop was just using, the downloads were blazing fast on speedtest ~30mb/s yet my upload barely makes it over ~3 on multiple tests.

I've switched back and forth and keep getting the same results! What the hell could be going on?
