Simple question: Is "Tamriel Rebuilt" considered canon?

I'm just reading up now, about what I understand to be a large scale fan-made morrowind-engine creation of mainland Morrowind, as well as Oblivion-engine Hammerfell(, and possibly a new version of Skyrim?). Does anybody know if the quests and information they put in the game is considered canon, or if maybe they take all their information from lore, or what's going on?
