If the US were to eradicate torture and racial profiling, how should they then identify and stop terrorists?

Considering the idea that racial profiling and torture are wrong either because you believe they immoral, ineffective or that all they do is create more enemies, what would then be an effective way to find and stop terrorists? Or do you believe racial profiling and/or torture are the best way to do this?
