My Apartment Attic has No Insulation - Is it required?

I live in the Midwest and it's below freezing outside. My Landlord rarely returns my phone calls in regards to this matter. Are there any regulations that would require insulation? How can I get him to install insulation?

edit: I read somewhere about contacting my local council on this matter.
