Can I install an outlet into a junction box?

There are zero outlets in the back of the unfinished part of my basement where I have a workbench. I currently use an extension cord to plug in lights or tools.

There's a square junction box (I think it is) on the ceiling. Can I remove the plate and wire in 4 outlets into there?

Would I be better off doing something else completely?
