Is a coercive society inevitable?
What construct is there in an an-cap society to protect individuals from gang/mafia rule? I feel that the organized nature of such agression might negate the risk of retaliation from a victim.
Example: Mafia wants your restaurant's cooperation. Your family clearly is ill-equipped to respond with a serious threat. You're left with two options: 1. conform to their demands (coercion) or 2. death/arson/etc.
The only argument I can think of is that government hasn't done much to prevent gang/mafia activity, but still, it seems that the gang>gang rule>basic government (do as we say and you'll be fine) path is unavoidable.
