Does the United States have satellites in place for defense departments like DoD and the CIA?

The question is simple. Does the U.S. Government have satellites in place that can bring new ground images to them quickly? Say, 1 frame per second? Do these satellites have features like thermal scanning, etc? Basically where I am going is can the government track say, an escaped fugitive or a rogue ship, with a satellite?
