[Build Help] Is this GPU any good?

So a friend gave me this GPU and said he didn't need it. He said it makes some noise but not too much, as it's used. He also claimed it can run almost any game on ultra, no lag. Is it, in any way, better than the GeForce GTX 560 Ti (I'd say no, eh?)?

EDIT: Im looking to run Skyrim at ultra, if specifics help in this situation.
