I want to become friends with someone specific. What can I do help it happen?

A little background:

I seldom make new friends and find it hard to do. I made a friend (or what I feel is a friend even if he doesn't view be the same way) a few months ago in my accounting class. We had a ton in common and I really enjoyed talking with him. (I’m not gay so it’s nothing like that). One day he came to class and had won concert tickets at work. He asked if I wanted to go so we left class early and went. I had a blast and was excited to have made a new friend.

The class has ended but I’d still like to hang out with him. I texted him twice since then to do something but he didn’t seem interested or was unavailable both times. I do my best to not put people off by not being too annoying or seem like I’m trying too hard. I don’t want to keep pestering him if he doesn’t want to do anything but at the same time, I don’t want to give up a potential friendship when it’s really hard for me to make friends in the first place, especially a friend I have tons in common with. Does anyone have any suggestions as to what might entice someone to hang out?

Like I said, I don’t like to seem too needy because when someone does that to me, I find it annoying and am less likely to hang out with them as a result (ironic, I know). I somehow get the feeling he is the same way so I don’t want to annoy him. I’m open to any ideas.
