Need help with some automation!

I have a mundane task that I'm trying to automate...with your help, this might be possible!

I receive a consistently named report that get dumped into a shared folder every morning. I have to remember to email out the file every day before lunch.

Is there a tool/utility that can help me automatically scan or monitor this folder and automatically email the report?

tl;dr -- Is there a program that can scan/monitor a folder, and email out the files as attachment?
