What is this game? I can't remember it for the life of me but oh do I love it so...

Basically, I have a description of a game and I need the title:

It's a Playstation 2 game that I played a lot. You have a big red wrench as the story opens. You end up fighting in an underground revolution against Russia I believe. The big thing is taking control of a building and raising your flag. Final mission you enter across what I believe was ice chunks to the mainland. It is all on US soil in New York.
