Randomly targets low hp creep that you can't last hit.

I don't understand how the turret chooses what creep to hit. It doesn't go after what's nearest, it doesn't go after what's furthest/closests, it's just random, but It always feels like it gotta target those low HP creeps that you can't last hit yet
