Graphics Card/rig question

My rig's getting old now and really starting to show it's age. I wanted to play swtor, but i'm getting between 5-10 fps. I can run WoW fine (30+ fps) on the lowest settings.

My specs are below, and I'm wondering if getting this video card would get me around 30 fps, or if my older processor and lower ram would bottleneck it? (it's on sale and I got a best buy gift card for christmas)

I've also heard that even some of the high end rigs are experiencing low fps, because the game needs a patch, but i'm not sure if that's true or not...
