What do you think of states rights?

With all the Paul posts (which is understandable.. I post a lot about him too), there hasn't been a lot of theoretical discussion lately. So I'm wondering what folks here think about states rights? Should the feds be protecting liberties, or should it be left to the states? Why or why not, and what is the best literature you've read on the subject?
