Shotcallers Get No Respect

So.....when you get promoted to Thayne of any particular town, why can't you discipline the smartass guards without getting a bounty? I appreciate being assigned my own hooker, but I mean, if I'm a junior shot caller now, and some lowly guard walks up to me and tells me to behave or he's gonna put his foot in my ass, that calls for a flogging on the spot. Shouldn't they be a bit more respectful of the chain of command?
