[Diplomacy] US and Ukraine - Nigeria Space cooperation

Nigeria operates several satellites and its space agency is one of the most advanced in Africa. It cooperates with the agencies of the UK, Russia, Ukraine, and China. Nigeria would like to continue this cooperation with them but also cooperate more deeply with the US, all while enhancing domestic capabilities. This is hopefully more feasible due to recent advances in the quality of governance in Nigeria along with stabilizations of security in the country.

USA: The United States is the most advanced nation in the world. Nigeria is not but it would like to help and receive help from the US if possible. Nigeria is proposing that the US and Nigeria construct a new ecological monitoring satellite together, something important to both countries. The satellite will be small but cheap, using the expertise Nigeria has garnered in high resolution satellites and the US more advanced technical skills to make an array of 25 satellites that will monitor weather patterns near the equator, allowing the US to predict weather or conditions that its armed forces or territory may face and Nigeria can give accurate information to farmers, its armed forces, and work to fight desertization. The program is estimated to cost 500(the cost will be shared) million dollars over 3 years and will likely contract US companies such as SpaceX for launching.

Nigeria will also request for its scientists to be permitted to observe some of the missions of NASA and in general learn from the agency.
Ukraine: Ukraine and Nigeria have a history of cooperation and president Umahi would like to continue this. The Nigerian Space Agency is proposing a 250 million dollar plan to develop 2 recon satellites that will focus on tactical and strategic analysis and information gathering, something useful to both nations due to their insurgent problems. The project will go on for 3 years and the nations will share use of the satellites.
