Romanian anti-communist poster during the 1980s

Published by whom ?

Obviously not the government.

Was it published illegally within the country by an opposition group or published by Romanian emigrants ?

If the latter who was the target audience ?

Was it intended to be smuggled back into the country or was it intended for a non-Romanian audience or was it for the benefit of their own community (preaching to the converted ?)
