I rented a car in Greece and I suspect the road worthiness inspection is expired, can you decipher this for me?

This notes when the cad needs to pass an inspection for the first time, not whether it did or did not pass. There should be a document inside the car stating the date and the result of the inspection. If not, as said already, check for a sticker on the license plate.

thank you all for your responses, the car drives ok-ish not great not terrible, there is no additional document and the number plate does not have any stickers front and back.

Are there any stickers anywhere else on the car, primarily on the upper passenger side of the windshield? Some people place their technical inspection stickers there instead of on the rear license plate, so it's worthwhile looking there. If it's of any help, [here] is what that sticker should roughly look like, only being different in color, year and month pointed at.

i also discovered also the collision insurance is expired also, used Google camera translate for that. wish me luck so I don't crash anybody I paid 180 euros for a 2011 kia picanto 6 days.

Your rental contract covers you for almost everything... Any other issue will be a matter of the rental company... I doubt they give out cars like that (usually insurance is the first thing they take care, since they don't know the drivers...)...

It's a 4&1/2 years old car. Not too bad, and in any case it's not your problem if the police stops you.

It isn't worth the company not renewing the "road worthinesss" test because they will have a big fine if they don't. Yoy are not responsible for it if you get stopped bur maybe when you return the car, point ir out to the agent. Someone down the line is going to be in trouble if they failed to notice. Lol 😂.

This isn't necessarily bad, as we are notorious at how such inspections take place. Regardless, the car most likely is road-worthy

Αναφέρεις πουθενά ότι η άδεια γράφει μόνο για την πρώτη φορά που είναι να περάσει κτεο το αυτοκίνητο και ότι οι μεταγενέστεροι έλεγχοι δεν καταγράφονται στην άδεια;

It was supposed to be inspected on November 2020... If there is no inspection certificate inside the car, check the back license plate...
It should have a round sticker with a number on the centre, indicating the next inspection... If they did check the car in 2020 the sticker should have the number 22 written... If not, it has expired...
