Bloaters Suck
Is there any way to stealth kill a bloater? Can you take them down without a ranged weapon?

Not a stealth kill, and in fact I don't think it even counts for a kill, but they be dead nonetheless, get them to run after you until they trip and fall. No ranged weapons needed.

As said, no, you can't stealth kill a bloater, not even when you in the right position behind him. If you play on higher difficulties, consider using a crossbow, because that's a really silent weapon, you can take out the bloater without making any noise. Then, wait until he's finally done and recover the crossbolt.

You can headshot them and get the small leak. Instead of the full explosion.

You can either grapple+throw a zombie into them, or try to bait the detonation by getting close enough to get them to start running at you. They will always trip a few second after they start trying to run.
Personally, I prefer what they did in Heartland. It was a higher risk way of dealing with bloaters, quietly and for free.

If they chase you they can fall down and blow up, but I don't think there's anyway to avoid triggering the gas cloud without a bloated.

You can grab a zed from behind a push them into the bloater, it'll kill them.
