ENFORCERS ARE IO GUARDS (Big thanks to u/BenGames for the suggestion! )
1: They have similar looks. They both wear blackish-grey hoods over their heads, a mask or helmet and almost-matching chest and shoulder plate.
2: They both arrive in The Loop at points where it was least stable. For The Enforcers, they arrive after The Visitor's crack in the sky unintentionally brings things from outside The Loop into The Loop. This obviously was not meant to be and The Enforcers are instructed, by whoever their leader is, to re-stabilise The Loop and Zero Point. Similar story for the IO Guards. Galactus had attempted to consume The Zero Point's energy for himself. Consequently, the Zero Point was unstable and slightly fractured. So, The Imagined Order sends Agent Jones to head into The Loop to re-stabilise The Zero Point and reseal The Bridge. On top of that, IO guards are sent through underground elevators to assist Jones and The Hunters. See a similarity there? Both were instructed by a higher power to stabilise The Zero Point. I mean, the Enforcer's description of "Balance must be restored." straight up explains the mission of the IO Guards.
3: Might be a stretch but hear me out. When The Enforcers first appeared at The Motel while Brite and friends were having a road trip, they arrived in a group of 3. AND- would you believe it? - when the IO Guards arrive in the elevators an entire chapter later, THEY COME IN A GROUP OF 3 AS WELL.
Therefore, I theorise that The Enforcers are a version of IO Guards, both under control of the Imagined Order. Are they from different realities? Can't tell for sure.
Thanks, u/BenGamez. (sry spelt ur name wrong in the title)
