USSSA Strike Zone Question (High Strike)

Had a discussion with an umpire last weekend and wanted to get some clarification here. We play utrip rules and our pitcher throws a lot of pitches that attempt to use all 10' of arc, especially against batters that move up in front of the plate. The utrip rules state that the pitch needs to pass between the front knee and highest shoulder as it crosses the plate. Most batters stand in such a way that there back shoulder is their highest shoulder. Often our pitcher would throw a high arc pitch that was coming down pretty sharply, and would be above shoulder height when it passed over the front of the plate, but get below shoulder height by the time it got to the back edge of the plate (in my estimation, I could be wrong). These would get called balls, and the ump told us after that the ball needed to be below the shoulder when it crossed the front end of the plate.

Is he correct and I am misreading the rule or was he mistaken? He agreed that the pitches were catching the back shoulder and that the back shoulder was highest, but said 'crossed the plate' meant it had to be between these height requirements as soon as it began crossing the plate. Hope that makes sense. And I realize that I'm not gonna change his mind and accepting that every ump has their own interpretation of the strike zone is part of the game. But between needing to not hit the plate and this interpretation it seems like it is impossible to use 10' of arc except against very tall batters. I've looked for rulings on this elsewhere both on reddit and the rest of the internet and haven't found any so sorry if this has been answered
