Do I need to/should I report the accident to my insurance company?

I was rear ended in traffic, with very minor damage to my back bumper (scratches, small dent). The driver who hit me was very apologetic, admitted fault and gave me his contact and insurance information. His bumper had some damage and looks like it needs replacement. I had my insurance info readily available, but he didn't take my info, said it was his fault and recommended that I contact my insurance company about it.

I don't intend to repair the small dent/scratches on my bumper, as it doesn't seem worth increasing my insurance premium for. I am considering reporting the incident with the clear intention not to make a claim, or perhaps not bothering to report it. At the most, he has my plate number, but no other information about me or my insurance policy.

I am located in California
