58 impala brakes lock up

We have 58 impala, and the rear drum brakes will lock up after sitting a while, parking brake isn't doing it, we've changed every inch of hardware, new master cylinder, new drums, new everything, we think we may have a badly adjusted proportioning valve. Any advice helps, 4 different mechanics have been through this so think up whack explanations please.
