Windows 10 USB limited ?!

Hello,. I have a Dell precision T5810 and 2x16 USB hubs connected to it. When I connect 16 hdd's everything is good, but when I try the 17th,18th HDD it would just give an error that the device isn't connected correctly.

Any way I can hook up more HDDs ?
