Had success today using the comma + 134 method and the person who picked up was already a tier 2 specialist who was able to clear 6 weeks of pending payments

It took me multiple calls around 3pm-4:15pm, but it finally worked. Here's the number I used.

That's 28 commas after the 0. The 0 is to get past the language prompt and then the 134 is pressed right after the first question (excluding the language question) is asked, and that bypasses the rest of the questions and automatically will either tell you that they're receiving more calls than they can take (failure), or you will be placed on hold with an estimated wait time (success). The person who picked up was already a tier 2 specialist and she was extremely helpful and was able to clear up 6 weeks of pending payments from April - May 2021. I did have a dropped call while I was on hold with the tier 2 specialist, but she was able to call me back and we finished up from there.
