Can any port workers weigh in on a future expansion?

Im looking to buy my first house in the next 6 months and have my scope on old Port wentworth and Garden city (affordable and close to work). A neighbor I talked to today said she’s heard people closer to the river in PW have received offers for their property..105% of the “value”. I need some insight on how true this or not.
