Is co-op really dead?

Been trying to get a summon for about 10-12 hours on the Bird in a Cage mission but no luck. Stuck on a boss so i decided to summon a visitor. It is entirely dead. Shame since the game is pretty fun.

I remember playing Nioh 1 like 2-3 years after release and getting a visitor was instant. Here it's impossible.
