Weirdly low bitrate

For some reason even though I set the bitrate to 4000 the quality looks bad and splotchy with artifacts and splotches everywhere. I have an rtx 2060 and i7 1087 which should be able to record minecraft at 1080,60fps fine. I'm not sure how to fix it.
