Is it possible to schedule a new task via a .bat file?

I'm creating a program and I want to make it automatically change the logon sound (which is possible in Task Scheduler). I want to know if it is possible to automatically make a new task via opening a single bat file? (i don't mean like typing stuff into cmd.exe, just you open it and BAM, new task.)
