Recurring home inspection during build - what is it called?

Neighbor is building a new house by a builder/general contracting firm in Florida.
She will not be present to periodically check on the quality of the workmanship.
 
Is there a building/home inspection service that can periodically come to the build site, and look at blueprints, and be able to tell if construction is as described?

In essence, she is looking for an advocate who is paid fixed fee (maybe per visit), no incentive to ignore errors, and mistakes in the build.
