How many hours do the Dutch really work in a week?

I'm an American about to graduate from a mid-tier university with a business IT degree and a somewhat impressive internship on my resume. I don't believe I'll have too much trouble finding good-paying work especially if I stay in the USA, but I personally don't care as much about the salary as I do the hours. My number one concern is avoiding the 40+ hour work week, even for a significant income reduction. However, working less than full-time in America can cause problems with benefits like healthcare, paid time off, etc.

I've been to the Netherlands before and loved it. I also know that the country has among the shortest average working weeks in the world. I've seen everything from 37 down to 27 hours listed online. Out of curiosity, is it actually possible to have something like a 28-32 hour work week as an English-speaking immigrant working in IT in the Netherlands or even as a native Dutch person, or is am I just being idealistic?
