Trying To Look For A Simpler Way To Fix This Problem

I've been getting a blue loading circle for the desktop, everywhere else on the computer is fine. (taskbar, Windows pop-up menu, and web browser tabs. Searches claim that it has something to do with apps running in the background, but also mentions safe modes, going into advanced settings and other stuff.
