New nanny punished daughter for accident? Yes or no?

I’ll be really brief so it’s not long. My daughter has a new nanny (2 weeks she’s been there now) as her old one needed an operation, she has not settled at this new ones house won’t eat, drink, play she just stands there doesn’t speak and her nanny has tried everything from buying her fav food, ice pops etc. She just won’t crack.

Today I pick her up and her nanny told me she’d had an accident and that she basically told her sternly “look what you’ve done to my floor I’ve asked you if you wanted anything you said no, now you have to wear boys underpants because I don’t have any girls ones.” Once I got home with my daughter the first thing she said is I want these off (underpants).

Now laying in bed reflecting, this is so wrong and I am fuming at her nanny. How do I respond to this I’m so upset, she knows my daughter is completely out of her comfort zone in a new environment, I know it’s frustrating and she’s tried to help her settle but you must be patient in a job like that?! Am I over reacting?
