Should I use rare candies on Feebas

So as you know, A Thousand Year Slumber requires you to evolve a Feebas, however I live in a area without water so seeing Feebas is hard to come by, I currently have 39 candies and debating whether or not if I should use my rare candies on my Feebas, is the final reward worth it?
