twitch’s music rules and some other ?s

I know that I can’t outright play music and use it as content via covering it or lip syncing.. etc. However, we are able to play Spotify/YT music in the background of our streams yes? As long as we talk over it? If the answer is yes, would I play it in the background literally or have it play in stream as well (not sure how to explain what i mean), if so how would i go about doing so?
